The 29-year-old, who is also expected to make his debut for Barcelona next season, was the most expensive player in the world last summer and has been linked with a move to the Premier League.
Neymar is expected to return to Barcelona for a second spell this season after a two-year stint at Manchester City, where he won the Champions Leagues’ Golden Boot in 2015.
He joined Barcelona in 2015 for €42 million ($47.8m) and won the World Player of the Year award, the Copas del Rey and La Liga in his first season in the Nou, before joining Manchester City for €57.7m ($69.4m).
The pair have struggled for form at the Etihad Stadium this season, with Neymar scoring just once in 17 appearances in the league and the former Argentina international missing a string of matches due to injury.
Messi is also set to return from a lengthy spell at Juventus for a reported €70 million ($81.7million).
He joined Juventus in 2014 for €75m ($88.5m), and was a regular in the Italian top-flight for the next two seasons.
The Real Madrid forward’s current deal expires in 2022, with a €80m ($94m) option to extend his stay.
